Why is web design knowledge critical for instructional technology leaders in the K-12 environment?

Web design knowledge is important to instructional technology leaders in K-12 education for the mere fact of being able to tweek the design of a web page within the html. There are times when using a web design program that there is something that you would like to do and cannot figure it out within the program, by taking a look at the source code you can generally fix the problem or find a solution.
